How to legalize marijuana in New York

The state Senate has approved legislation to legalize the possession of small amounts of marijuana for personal use.

The bill passed a vote of 54-46 with eight Democrats joining Republicans in voting no.

The measure also allows the use of medical marijuana by those with a medical condition and requires a physician’s recommendation for any cannabis use.

It’s expected to take effect in six weeks.

Sen. Richard Gottfried (R-Manhattan) said he voted against the bill because it didn’t make any specific mention of public safety.

“I’m not going to pretend I understand all the nuances and all the problems and all that, but we’re moving forward in a bipartisan manner,” Gottfried said.

“There is no justification for this legislation.”

The bill would allow the state to impose fines and fees on anyone who knowingly sells or provides marijuana to a minor.
